Whatt o do if my friend was issued a ticket from campus security because he was the only person who lived in the apartment that was 21 when underage drinking was occuring?
However, he did not supply the alcohol and was not participating in the party. He did not enter the common room during any point that night. When security made him open his door he was even in bed for the night. Can he be held liable for their actions just because he is 21?

Given what you have written since there was a person twenty-one years of age present when alcohol was being drunk by those under such an age, he is legally responsib;e for the under age drinking in his rental. From what you have written, I suggest that he consult with a criminal law attorney for help as to the matter you have written about.
