What to do if other tenants are loud and disruptive past 10 pm which is the time the noise ordinance in my city goes into effect?
Management has been informed on numerous occasions by letter and verbally and haven’t taken any steps to correct this. I want to terminate my lease and move out.

Every residential lease contains what is known as an "implied warranty of quiet enjoyment". In a case such as yours, you could claim a breach of that covenant and terminate your lease (or withhold rent until the breach has been rectified).
That having been said, there are various legal procedures that must be followed in pursuing these 2 remedies. Not going about things in a lawful manner could lead to a whole other set of problems for you. At this point, it's probably time to consult with a lawyer who specializes in landlord-tenant cases.
