If my parents wrote their wishes and had it notarized, is that good enough to be considered a legal Will?

This man has came and said he is my father’s child from another woman while he was married to my mother. My mother passed away 3 years ago. I just want to know if their wishes will be able to stand up in count.

No, that is not enough. A will must comply with ALL your state's statutory requirements for execution--the proper number of witnesses, for example, as well as being notarized. Any failure to comply with all the requirements will result in the "will" not being valid or enforceable.
