It is not illegal for a teacher to advise a high school student that he or she is not allowed to go to the bathroom. Whether or not the teacher's refusal to allow the student to go to the bathroom is a violation of school policy under the circumstances is an unknown from the question you have presented.
Most high schools give hall passes for such a request when class is in session with the expectation that the student needing to use the facilities will return within a reasonable amount of time back to the class room.
