When the owners of property cannot decide on what to do, they can bring a legal action (a lawsuit) seeking a court order requing that the property be sold and the proceeds distributed; the law does not require you to remain an owner with a co-owner with whom you cannot come to terms. You should speak with a real estate attorney or a litigator about exploring such an action. Possibly, when you seek to bring an action, your sister will agree to buy you out, or perhaps to let you buy her out at reasonable terms.
