And if she has had a therapist for 2 years who also agrees that it is emotional abuse and emmancipation would be the best choice would that also help?

Given that you have written about the minor child cannot be emancipated because such would not be in the child's best interests due to the ause. However, the minor child be placed in a foster home or a trusted relative or family friend could be given guardianship of the minor.
