I do not have a lease where I am renting. I had to call the health department because the landlord refused to fix the black mold. He now needs me to stay somewhere else for 2 weeks until repairs are finished. Is he obligated to pay for me to stay elsewhere?

Yes your landlord is responsible for providing you with a substitute accommodations. Additionally, your landlord is also responsible for paying for any added added costs including meals (over what you would have spent), extra transportation, costs of storing your possessions, etc.
