Forgery Charges – can they be absolved?
My friend’s wife forged checks, he cashed and deposited them into his bank account. They were caught and had to each spend 90-days in jail and their parents paid back every bit of money. Can his record be dissolved? Or can his brother-in-law who is a cop get rid of his record? He is telling his fiancee that he is working on getting rid of his record.

What your friend needs to do is expunge his record. However, there are specific requirements to accomplishing this and it may not be available to your friend depending on the circumstances.
Here is information on how to proceed in Texas: http://www.txdps.state.tx.us/administration/crime_records/pages/juvenilecriminalhistoryrecords.htm.
