Probably not. If the application asks if you were ever convicted of a crime, the answer would be "no" because this is not a criminal offense; if it is worded along the lines of "have you ever had been accussed of any offense relating to theft", or something similar, then the answer would be "yes". Basically use your best judgement and answer as honestly as you can without volunteering any information.
