Under the laws of all states in this country if law enforcement is of the opinion that a minor needs to be taken to a protective shelter for his or her own good with adult supervision, then such can be done without the parents first being advised of the situation. Law enforcement does not want to have minors in a jail with adults as a matter of protocol.
