Generally speaking, traffic tickets, as "fines of governmental units," are not dischargeable in a Chapter 7. You may be able to pay them over time in a Chapter 13.

Typically, fines payable to a governmental agency are non-dischargeable in a bankruptcy proceeding under 11 USC sec.523(a)(7) unless they were incurred more than 3 yeats prior to the date of filing for relief.
