Can a person write a will for inherited properties outside of the US that have not been settled yet?
When my mother died, she did not leave a will. My father and 2 other siblings
survived her. She had some property outside of the US but we have not executed a
deed of settlement yet. All properties have not been transferred to her legal
heirs yet.
Is it possible for my father to write a will now while the settlement is being
processed?

You are doing some estate planning and that is great! Bring Dad to a qualified planner to do so who can also write a Will. He can transfer all his "right, title and interest" at the time of his death in the properties. Good luck.
