Can a bounty hunter garnish wages from co-signers?

If the bounty hunter is a creditor here, and the signer didn't pay, co-signers in any contract are on the hook as surety. So, yes. It doesn't matter if it is a bounty hunter or car dealership. The surety (co-signer) means that if signer cannot pay, then co-signer is held responsible for the payment.
