We contact the Department of Revenue (DOR)for the state of Missouri . They stated that they did not have a form DOR 1938. If you are referring to self insuring your vehicle which is possible in the State of Missouri, you would have to post a bond with the Dept of Renevue. Not sure what the form DOR 1938 would be referring to in this situation.
