After you purchase a vehicle how long do you have to change your mind in the state of Illinois
I bought a vehicle and now I need to
return it how many days do I have to
return it before I’m locked into the
contract due to medical bills that came
in the day after I purchased a vehicle

You are locked into the contract as soon as you signed the contract: there is no recissionary period ("cooling off" period) or right to change your mind if you do so quickly. The manager is correct: you are contractually obligated to the purchase, and if you try to not go through with it, the dealership could sue you.
