My brother owns the house that she lived in but all of her belongings are in there. However, he will not allow me to enter the home to obtain what my other brother and I are legally entitled to. He also claims that there is no jewelry that I have receipts for.

If you mother had a will and you were appointed executor, you would need to probate the will and apply to adminster her estate. After you are appointed, you are entitled to demand your mother's belongings, search her records and personal information to obtain what is legally owned by the estate so you cna properly pay her bills and distribute her possesions/estate.
